University Mandate

On December 24, 1980, Batas Pambansa Blg. 91 merged MATEC and CAFS into PSPC. Later integrations in 1999 and 2000 paved the way for its conversion into a university. Through Republic Act No. 9273 signed on March 21, 2004, PSPC became Capiz State University.

The Charter mandates the University to provide advanced instruction and professional training in agriculture, fishery, forestry, science and technology, arts, humanities, and education. It also undertakes research, extension, and production activities while providing leadership in its areas of specialization.

The University offers undergraduate, graduate, and short-term courses aligned with regional needs. Governance is through the Board of Regents composed of key national, regional, and institutional leaders.

The administration is based in Roxas City and supported by Vice Presidents and campus administrators across multiple campuses.
